However, in reality, this money is not a bribe, but rather the necessary expense for the development of government khas land and sand filling.

In some areas of Muksudpur, the land allocated for settlement is low-lying and marshy, requiring sand filling. It is communicated to the settlement recipients that, according to government regulations, they are required to bear the cost of sand filling.

One businessman stated, "The condition of our land was very poor. The administration told us that sand filling had to be done according to government rules, which is being done for our benefit. But some quarters are portraying it in a different light."
